I have Earthlink DSL 1500/128 with PPPOE and a Linksys router

It used to run well, but recenetly my speeds have been about 200 kbits/sec.

TCP options string = 020405ac01010402
MTU = 1492
MTU is optimized for PPoE DSL broadband. If not, consider raising MTU to 1500 for optimal throughput.
MSS = 1452
MSS is optimized for PPPoE DSL broadband. If not, consider raising MTU to 1500 for maximum throughput.
Default Receive Window (RWIN) = 63360
RWIN Scaling (RFC1323) = 0 bits
Unscaled Receive Window = 63360

For optimum performance, consider changing RWIN to a multiple of MSS.
Other values for RWIN that might work well with your current MTU/MSS:
511104 (MSS x 44 * scale factor of 8)
255552 (MSS x 44 * scale factor of 4)
127776 (MSS x 44 * scale factor of 2)
63888 (MSS x 44)
bandwidth * delay product:

Your RcvWindow limits you to: 2534.4 kbps (316.8 KBytes/s) @ 200ms
Your RcvWindow limits you to: 1013.76 kbps (126.72 KBytes/s) @ 500ms
MTU Discovery (RFC1191) = ON
Time to live left = 54 hops

TTL value is ok.
Timestamps (RFC1323) = OFF
Selective Acknowledgements (RFC2018) = ON
IP type of service field (RFC1349) = 01011100

Precedence (priority) = 100 (flash override)
Delay = 1 (low delay)
Throughput = 1 (high throughput)
Reliability = 0 (normal reliability)
Cost = 1 (low cost)

Thanks for any help.

Welcome to Speedguide:cool:, it appears you are using CableNut. So use the following settings in CableNut:

DefaultReceiveWindow = 192000
DefaultSendWindow = 16384
DisableAddressSharing = 1
InitialLargeBufferCount = 200
InitialMediumBufferCount = 480
InitialSmallBufferCount = 640
LargeBufferSize = 819200
MaxFastTransmit = 64000
MediumBufferSize = 150400
PriorityBoost = 0
SmallBufferSize = 12800
TransmitWorker = 32
FastSendDatagramThreshold = 4096
EnableFastRouteLookup = 1
EnablePMTUDiscovery = 1
IgnorePushBitsOnReceive = 0
GlobalMaxTcpWindowSize = 37752 or 63888
MaxFreeTcbs = 8000
MaxHashTableSize = 16384
MaxNormLookupMemory = 5000000
SackOpts = 1
SynAttackProtect = 1
Tcp1323Opts = 0
TcpLogLevel = 1
TcpMaxDupAcks = 3
TcpMaxHalfOpen = 100
TcpMaxHalfRetried = 80
TcpRecvSegmentSize = 1452
TcpSendSegmentSize = 1452
TcpTimedWaitDelay = 30
TcpUseRFC1122UrgentPointer = 0
TcpWindowSize = 37752 or 63888
MaxConnectionsPer1_0Server = 20
MaxConnectionsPerServer = 10
DefaultTTL = 64
DisableUserTOSSetting = 0
TcpMaxDataRetransmissions = 6
DefaultTOSValue = 240

VERY IMPORTANT TO DO THE FOLLOWING

1. Under your LAN connection - properties - general tab, uninstall all the protocols there that you do not need.

2. Open IE and select tools - internet options - connections - LAN settings, make sure NOTHING there is checked.

3. ALWAYS connect your modem via ethernet (NIC) and make sure you have the latest drivers for your NIC from the manufacturer. Set your NIC duplex mode to 10mb half duplex for Cable, for DSL it is ISP dependent unless you are using a router, if so then set it to 100mb full duplex for both Cable & DSL (the instructions are in my Help & Tips link (http://forums.speedguide.net/showthread.php?s=&threadid=73799)). If you are using a router make sure you have the latest firmware.

4. Clear your temporary internet files.

5. Power cycle your modem, unplug it for atleast 15 seconds.

6. Download and update then do a scan with SpyBot 1.2 (http://beam.to/spybotsd) & Ad Aware 6.0 (http://www.lavasoftusa.com/support/download) to remove any spyware then install and update SpywareBlaster (http://www.wilderssecurity.com/spywareblaster.html) to stay spyware FREE. YOU MUST USE BOTH AD AWARE & SPYBOT TO ENSURE YOU ARE SPYWARE FREE SINCE ONE FINDS WHAT THE OTHER MISSES.

7. Make sure you do the faster web page tweak in my Help & Tips link (http://forums.speedguide.net/showthread.php?s=&threadid=73799).

8. If you have Zone Alarm as a firewall uninstall it then visit Zonelabs.com (http://www.zonelabs.com/store/content/home.jsp) for further instructions on removing it's left over junk.

9. Install Outpost Firewall (http://www.agnitum.com/products/outpost) or Sygate Firewall (http://www.sygate.com), both have FREE and Pro versions and are heads above ZA.

10. Scan for viruses with your antivirus app, if you do not have one get one IMMEDIATELY, AVG 6.0 (http://www.grisoft.com/us/us_dwnl_free.php) is an excellent FREE AV app.

11. Make sure you have ALL of the latest Windows Updates.

Thanks for the help, but the download speeds are still really slow (.25Mbits/sec)

Do you have any other ideas

Trun off modem then router then computers turn on modem, wait a couple of seconds turn on router, then computers.

Do you have manual ips assgined and firmware up to date??

Login into the router goto 192.168.1.1 click on advanced and make sure block wan request is disabled and mtu is enabled and set to 1492. Make sure your network card is in a100fulltx duplex.

Also Windows 2000 or XP: to change to 100Full -duplex:

* Open Control Panel.
* Double-click Network and Dial-up Connections.
* Identify the icon for your cable modem connection: usually Local Area Connection.
* Right-click that icon and select Properties.
* Under the ethernet adapter icon, click the button Configure.
* Click the tab Advanced to bring it to the front:
* In the Property box, the property name to be selected varies according to model of ethernet card. Examples are: Network Link Selection, Media Type, Connection Type, Duplex Mode, or any similarly-named property which can have Values looking like Auto-Negotiation, or 10BT, or 10BaseT.
* In the Value box, select a value which either (a) explicitly says 100 full duplex,

After following the new tips, I got my download speed up to nearly .4 Mbits/s but that is still pretty slow compared to my 1.5 Mbit connection. The strange thing is my upload has been fine the whole time. I don't know whats changed, but a few months ago I could get 1.2-1.3 Mbits/s. Do you have any other suggestions?

Bypass your router and test your speed to eliminate it as a problem.
