What is better?
Why do small pocket cameras like PDA's use CMOS over CCD?
Is it cheaper? Which is better quality?
Also how important is F-Stop if it is fixed?

Cmos is newer, cheaper , and probably better overall particularly because of its lower power usage.
f-stop for a fixed focus lens has to be a compromise. A larger aperture (smaller number) lets in more light but has less depth of focus. Leave it to the designer to determine what's best for a particular product and its intended use. Cost would probabaly be the same. A fixed focus lens is not critically sharp at any distance.
