Whenever I upload and download at the same time my downstream suffers significantly. I set my network options to full duplex and used the patch offerd by this site for win 2k. No luck.
can anyone help?

That is the nature of TCP/IP. Also if your RWIN is too high it can adversely effect your upload. Please read the Help & Tips link in my signature so we can get you properly optimized.
