Please, if possible, help me in tuning my computer for a better downloading speed. I have a cable connection.
Here are the speed test results:

Browser/OS = Mozilla/4.0 (compatible; MSIE 6.0; Windows 98)
Note: Read the FAQ if the above is not your IP address.

TCP options string = 020405b40103030201010402

MTU = 1500
MTU is fully optimized for broadband.

MSS = 1460
Maximum useful data in each packet = 1460, which equals MSS.

Default Receive Window (RWIN) = 256960
RWIN Scaling (RFC1323) = 2 bits
Unscaled Receive Window = 64240
RWIN is a multiple of MSS
Other values for RWIN that might work well with your current MTU/MSS:
513920 (MSS x 44 * scale factor of 8)
128480 (MSS x 44 * scale factor of 2)
64240 (MSS x 44)

bandwidth * delay product:
Your RcvWindow limits you to: 10278.4 kbps (1284.8 KBytes/s) @ 200ms
Your RcvWindow limits you to: 4111.36 kbps (513.92 KBytes/s) @ 500ms

MTU Discovery (RFC1191) = ON

Time to live left = 55 hops
TTL value is ok.

Timestamps (RFC1323) = OFF

OK if your connect is only 64kbps then do the following:

Download the TCP Optimizer (http://www.speedguide.net/files/TCPOptimizer.exe) and try the following settings.

Settings tab:

select - cable modem
check - custom settings
network adapter selection - your NIC
check modify all adapters
maxmtu - 1500
TTL - 128
TCP Receive Window - 17520
MTU Discovery - yes
Black Hole Detect - no
Selective Acks - yes
Max Dup ACKs - 3
TCP 1323 Options - uncheck both boxes

Other Settings tab:

Max Connections per Server - 4
Max Connections per 1.0 Server - 8
Lan Browsing Speedup - optimized

Then select "Apply Changes" and reboot to take effect.

VERY IMPORTANT TO DO THE FOLLOWING

1. Under your Configuration tab for your Network settings make sure you have only the needed protocols.

2. Install the vtcp 386 patch and the NDIS Update from here (http://dslnuts.com/patch/index.html).

3. Open IE and select tools - internet options - connections - LAN settings, make sure NOTHING there is checked.

4. Make sure you have the latest drivers for your NIC from the manufacturer. Set your NIC duplex mode to 10mb half duplex for Cable, for DSL it is ISP dependent unless you are using a router, if so then set it to 100mb full duplex for both Cable & DSL (the instructions are in my Help & Tips link (http://forums.speedguide.net/showthread.php?s=&postid=643301#post643301)). If you are using a router make sure you have the latest firmware.

5. Clear your temporary internet files.

6. Power cycle your modem, unplug it for atleast 15 seconds.

7. Download and update then do a scan with SpyBot (http://beam.to/spybotsd) & Ad Aware 6.0 (http://www.lavasoftusa.com/support/download) to remove any spyware then install and update SpywareBlaster (http://www.wilderssecurity.com/spywareblaster.html) to stay spyware FREE. PLEASE use both, don't think you are safe with just one of these apps since one will find what the other misses.

8. Make sure you do the faster web page tweak in my Help & Tips link (http://forums.speedguide.net/showthread.php?s=&postid=643301#post643301).
