Is it OK to run both of these programs in the background at the same time?
Not really recommended.
Run one of them as an active scanner with all the features you want turned on and have the other there to turn on and do a scan when you want it.
There are some who suggest it's ok to have both. Experience using InnoculateIT and AVG ( never used Norton ) with both up and running had few conflicts between the programs and they were mainly AVG grabbing first because it is so quick and after the windows were closed there was IPE with a similar warning.
The choice is yours. Wait for a bit and get a few more responses before you make your mind up.

I've seen conflicts with 2x AV programs trying to run on the same box. Some don't even install if they sense another already in place. But I haven't used or played with AVG...perhaps it may.
If they could co-exist...I imaging your box feel veeeery sluggish with 2x AV's at the same time.
