Upload Speed?

Yes I'm cable. I know upload speed is limited.
Yo, I did a test on dsl reports.com and my upload speed is about 96 kb/s.
All the other times, wether its ftp or file-sharing its a steady 15kb/s Max reord about 16 KB/S.

Any tweaks? Or suggestions?

Bits vs. Bytes

DSLR measures in bits, thus 96kbsp = about 12KBps, so you are reaching your cap, assuming your cap is 128kbps (~16KBps).
